Wow. Is it really a good idea for him to say that he may not ever donate to the Red Cross again during these times of need?

In my experience at the Heymann Center, the food does suck. I'd say its the quality of hospital or jail food. There are lots of FEMA, city, state, federal and volunteer workers pulling crazy hours to provide for the most basic needs. We try to foresee shortages and order more supplies before they are needed. If we can't provide the supplies "in house", FEMA goes to the store and buys them. EX: When there are no cots they run out and buy inflatable mattresses.
We are not talking luxury suits here. The kitchen helpers are probably Yankee volunteers for God's sake. These shelters are uncomfortable. They should not be considered long term solutions. Government and the external nonprofit agencies need to be looking at how to get these people in to new jobs and permanent dwellings. That requires money. YOUR MONEY.
